Who we are

Founded in 1996, Pro Peace is an international non-profit organisation currently active in 13 countries across Europe, the Middle East and South East Asia. With its Head Office located in Cologne, Germany, Pro Peace works with civil society actors committed to peace and non-violence in conflicts.

The organisation advises and supports local partners, collaborates on projects and campaigns, and contributes to strengthe-
ning sustainable peace policies. Pro Peace is a government-recognised member of the Civil Peace Service consortium and a signatory of the Transparent Civil Society Initiative.

About the role

Pro Peace – formerly forumZFD – started its operations in Palestine and Israel in 1999. We work with Palestinian and Israeli civil society organizations to strengthen civic space, democratic participation, and non-violent conflict transformation in an increasingly polarized and restrictive environment.

The Project Manager for Advocacy, Media and Communications strengthens Pro Peace’s work on Palestine and Israel by monitoring political developments, identifying advocacy opportunities, supporting partners in articulating and amplifying their messages, and contributing to strategic advocacy, media and communication approaches. The role supports the development of advocacy initiatives, communication materials, campaigns, and engagement with German and international audiences, in close cooperation with programme colleagues, local partners, and relevant Pro Peace Head Office colleagues.

Key responsibilities

• Develop advocacy strategies and projects for Pro Peace’s work on Palestine and Israel, drawing on programme developments, the perspectives of local civil-society partners and local colleagues.
• Identify advocacy opportunities, target audiences, strategic entry points for engagement in Germany and internationally by analysing political, social, and conflict-related developments.
• Capacitate and support local partner organizations in articulating their messages and engaging with relevant audiences through advocacy opportunities, including speaking tours, public events, campaigns, petitions, policy engagement, and other advocacy formats.
• Develop and coordinate media and communication outputs, including articles, briefings, statements, letters, and campaign materials – drawing on partner perspectives and programme experience.
• Build and maintain relationships with relevant advocacy networks and stakeholders – locally and internationally – to strengthen strategic engagement opportunities.
• Report to the Regional Director and work in close coordination with Pro Peace Head Office colleagues in communications, media, and advocacy.

Your profile

• Minimum of 3 years’ professional experience in advocacy, civil society engagement, political communication, or related fields, preferably in Palestine and Israel or the wider Middle East context.
• Strong understanding of the political and social context in Palestine and Israel, including the dynamics affecting civil society, civic space, and non-violent civic engagement.
• Strong analytical and conceptual skills, with the ability to analyse complex political contexts, design context-sensitive interventions, and translate political analysis into strategic programme approaches.
• Strong writing and communication skills, including experience developing advocacy and communication materials for different audiences.
• Excellent interpersonal and facilitation skills, with ability to build trust-based relationships with diverse civil society actors, strengthen their advocacy capacities, and work sensitively in a highly polarized environment.
• Ability to work independently, take initiative, and connect programme realities with advocacy opportunities.
• Fluency in German, excellent command of English; Proficiency in Arabic and/or Hebrew is an advantage.

Our offer

We offer an attractive position for a minimum of two years in a mission-driven organisation.

As the position is based on the German Development Aid Workers Act (EhfG)1, it is open for non-Palestinian and non-Israeli nationals only. The position is remunerated according to the provisions of this law, including comprehensive social security benefits and financial reintegration assistance upon return.

We also offer participation in qualification and professional development courses (among others, at our Academy for Conflict Transformation), a project-based preparation, and regular coaching.

Start of assignment: Ideally, you are available to start working on 1st November 2026.
